In a recent telegram

the Governor of Hong Kong referred

to a proposal to constitute a

separate Defence Budget for the

Colony; the revenue to be

credited to this Budget would

consist of the proceeds of income

tax, and the Governor proposed

that, after the expenditure on

the Defence Services etc. had
